Bio

Dr. Carvell N. McLeary is an Organizational Behaviour / Industrial Relations Practitioner and Organizational Researcher, with over 25 years managerial experience in Strategic Human Resource Management, Training and Development and Industrial Relations Management. His focus is on having satisfied clients and stakeholders, within and without work-organizations. He gained significant experience in people management and industrial relations management by working in large and small unionized organizations across the industries of telecommunications, electric utility, distribution (consumer and pharmaceutical) and air transport.

With the privatization of the NMIA airport, Dr. McLeary worked as Director of Culture, Human Capital Management and Corporate Relations for PAC Kingston Airport Limited. Prior to this assignment, he served the Airports Authority of Jamaica and NMIA Airports Limited (AAJ/NMIAL: 2006-2019) as Senior Director, Human Resource Management and Administration.  At AAJ/NMIAL, he provided leadership of the people management initiatives and the industrial relations work climate through a collaborative and partnership model with the trade unions and management. There, he also facilitated employee engagement and organizational development programmes. 

At HD Hopwood & Company (Neal & Massy), he served as Human Resource Manager (2004 - 2006), while at the island’s power utility, Jamaica Public Service Company (JPS), he was Systems Maintenance Engineer (Telecommunications) and later, General Manager, Training and Development.  Within the JPS, he pioneered the design and implementation of a career development training programme for electrical linesmen, using a skills-based pay framework, which is used to the present day. Dr. McLeary began his work-life at the Jamaica Telephone Company as a Leading Technician, maintaining the digital microwave and fibre-optics systems network. He subsequently worked as Senior Technician, Technical Training Officer and Senior Training Officer in Telecommunications Systems. 

Dr. McLeary is an avid Senior Lecturer (Adjunct faculty) in Strategic Planning and Business Negotiations at the University of West Indies (UWI), Mona. He also teaches courses in strategic human resource management; information technology within human resource management and training and development. Post-graduate students also benefit from his supervision of their organizational diagnosis and improvement projects within organizations.

Through his research, design and development of a model of Organizational Trust, Dr. McLeary gained international recognition. His measure identifies the variables that employees consider in trusting their Jamaican work-organizations and other organizations in similarly, unique, cultural contexts, such as Jamaica. He is the co-author of 3 research articles that are used worldwide. Below are other notable achievements:

  • Lead author of the internationally recognized research article: A context-specific model of organizational trust - An examination of cognitive and socio-affective trust determinants in unique cultural settings (2015).  The article prescribes solutions to improve productivity and reduce employee turnover-intentions in Jamaican organizations.

  • Designer and leader of the Change Management and Employee Transition Plan for privatizing the NMIA airport: Recognized by the Development Bank of Jamaica (DBJ) as a template for employee transition in future Public-Private Partnership privatizations - 2017

  • Appointed by the Ministry of Science, Energy and Technology, as Director, E-Learning Jamaica Limited (2019); Chairman of the Sub-Committee on Human Resources Management 

Dr. McLeary holds a PhD in Organizational Behaviour, an MSc. in Human Resource Development (UWI), and a B.Eng. in Electronic Engineering (Telecommunications - UTECH).
