Saif Ghubash serves as the Assistant Undersecretary for Petroleum, Gas & Mineral Resources at the UAE Ministry of Energy & Infrastructure, directing federal strategy, regulation, and multibillion-dirham investment programmes that safeguard the nation’s energy security while advancing its Net-Zero 2050 agenda.

Strategic Leadership Ghubash designs and executes integrated policy frameworks for biofuels, carbon management, and methane-emissions reduction, positioning the UAE as a regional benchmark for low-carbon growth. He represents the country at the Organization of the Petroleum Exporting Countries (OPEC) and the Gas Exporting Countries Forum (GECF), where he brokers consensus on production targets, market stability, and climate ambition.

Earlier in his career, Ghubash held senior posts within the Prime Minister’s Office and the Ministry of Infrastructure Development, spearheading urban-planning and transport megaprojects that underpin the UAE’s long-term economic vision.
