Juan Andres Caro

Deputy Assistant Secretary for International and Space Affairs

Juan Andres Caro serves as Deputy Assistant Secretary for International Affairs at NOAA, within the US Department of Commerce. In this role, he oversees all international engagements on issues including trade, space commerce, and

scientific cooperation. He leads efforts to strengthen the U.S.

leadership in global maritime affairs, and expand U.S. competitiveness in the commercial space sector. He ensures that NOAA's international partnerships align with the national economic and security priorities of the Trump Administration.


Prior to joining NOAA, Juan worked as a White House Policy Advisor for natural resources, focusing on agricultural biotechnology, aquaculture, and forestry policy. He was later appointed as a Senior Advisor at the United States Department of Energy, where he led White House efforts for the recovery of Puerto Rico’s energy grid following Hurricane Maria.


Juan holds a Bachelor of Science in Ecosystem Science and Sustainability from Colorado State

University and a Graduate Certificate in International Security from the Harvard Extension

School. His expertise bridges environmental policy, energy resilience, and international affairs,

supporting NOAA’s mission to advance American interests on the global stage.
